A TRIBUTE TO MY FATHER

Brig ® Mohammad Alimuddin, T.I, (1917 - 28th December 2001)

December each year brings nostalgic reminisces about the melancholic and emotionally charged events which took place towards the end of this month about 10 years ago on this day in the year 2001.

28^th December 2011 will be 10^th death Anniversary of my Father Brig ® M. Alimuddin, who’s presence and guidance has been missed by me from day to day and from time to time and the vacuum thus created can never be filled.

More than a decade has passed and time has not been able to heal my wounds nor have his pleasant and emotional memories faded or even become dim from my memories.

As every day passes I miss him more and more and find the bond between Father and Son become even stronger which even death can not weaken.

Why is it that such nice relationships and comradeship has to be annulled by the irony of fate that is DEATH, and death is a reality which no one can deny or escape, We all have to embrace it sooner or later.

In order to pass on the Rich Legacy and traditions left by him I on my humble behalf have tried to keep the beacon of light lit for future generations to come. We have started a trust in his name RAZA CHARITY TRUST in which we give Rations during the month of RAMZAN and help the needy and poor people from time to time on monthly basis.

All friends and well wishers are requested to join me in my humanitarian and philanthropic cause to help the needy and poor.

As usual we have arranged FATIYA KHAWANI in the JAMIA ISLAMIA MOSQUE followed by distribution of food to the needy.

NERO FIDDLED WHILE ROME BURNT

GOING HOME AFTER PLUNDERING AND LOOT

23^rd December 2011 (Friday) at 1630 hours

I received many queries, call, SMS and emails as usual………… some of the callers called be biased and again questioned me for not writing about Lady Macbeth, Lady Secretary or the family domination and hegemony in Askari bank. Why I am sparing these entities and not writing about them……… so my answer was “give me the authentic information and I will write about them”.

So information started pouring in and I was in the process of consolidating / gathering information from my sources the little bird of AZIZI fame of HASBAY HAAL DUNIA NEWS………

I was half way through the collection of information about these topics and my endeavor of writing the next email was in infancy when today after JUMMA Prayers my little bird (CHIRIYA) came and sat on my wall and starting chirping in a melodious tone about the breaking news of the day, as they say “SINGING LIKE THE CANARY”

We will talk about the breaking news in the later part of the email…… ………………

Last time I also said that I will write about the morale of the employees of Askari Bank, what is their mental thinking and apprehensions?

The prime question which is doing rounds of the circuit is what will become of the bonuses APR’s, Promotions and their future after the takeover of the bank by Fauji Foundation?

The employees are unstable, jittery, jumpy, sensitive, un-able to focus on their jobs coupled with the sword of domiciles hanging on their heads in the shape of flexi cube system and their low wages as compared to the inflation and price hike in the market.

The employees are finding it difficult to work under these circumstances because they are unable to meet the demands of their families and the kitchen money is becoming inadequate to cope with.

On one hand the employees are hand to mouth and the bank is being sold under duress because of the financial encumbrances of A.W.T courtesy bad management, thanks to A.W.S and Zafar Alam Khan Sumbal the ever green minion and scullion of A.W.T and on the other hand NERO IS FIDDLING WHILE ROME IS BURNING…..

Nero (Latin: Nero Claudius Caesar Augustus Germanicus; was Roman Emperor from 54 to 68 BC and the last in the Julio-Claudian dynasty.

During his reign, Nero focused much of his attention on diplomacy, trade, and enhancing the cultural life of the Empire. He ordered theaters built and promoted athletic games.

In 64, most of Rome was destroyed in the Great Fire of Rome, which many Romans believed Nero himself had started in order to clear land for his planned palatial complex, the Domus Aurea.

Nero's rule is often associated with tyranny and extravagance. He is known for many executions, including those of his mother and the probable murder by poison of his stepbrother, Britannicus.

He is also infamously known as the Emperor who "fiddled while Rome burned",

The competent President of Askari Bank Mr. M. R Mehkari acting in the foot steps of NERO today purchased a brand new luxury car HONDA ACCORD of white color at the price tag of Rs. 63, Lakhs and 15 thousand and it was registered today with the excise and taxation office in F-8 Kutchri Islamabad.

So it is again the modern NERO, M. R Mehkari the president of Askari Bank fiddling while Askari Bank is burning, going up in ashes to be picked up by the prospective bidder and might be sold for a song…………

THE QUESTION ARISES

What is the need of purchasing this new luxury car at such an exorbitant price when the bank is going down and the employees are hand to mouth?

I would like to take you down the memory lane when during the reign of Mr. Shehriyar, Lt. Gen ® Zarar Azeem forced him to buy a luxurious Mercedes Benz with leather interior at the price tag of Rs. 7 Million plus which Shehriyar resisted and was finally shown the door by Lt Gen ® Zarar Azeem off course also due to the flexi cube system which the pliable and YES men…………………… Mr. M. R Mehkari was too pleased to sign……….that Mercedes could not be used either by Zarar or by Mehkari (May be he used it once or twice) and was later sold at a discounted rate in the market.

Why when Mr. Mehkari is going home after 67 days (countdown) he is hell bent upon the purchase of such a luxurious car simply because of the reason that he will take the car home with him along with his other perks and privileges and all this is being done at the expense of the poor shareholders.

Please be patient and wait for another two months as in March 2012 the glass office on the first floor of Askari Bank head office (not AWT) will have a new occupant.

THE GREATEST LIE

16^th December 2011 (Friday 1600 hours)

On Thursday 15^th December 2011, I was flooded with the phone calls, SMS, emails and queries about the news of the purchase of shares of Askari Bank Limited by Fauji Foundation the outcome of this deal and the post take over scenario.

Many of my friends also congratulated me and paid accolades on my long and solo endeavor in my fight against the incompetent and corrupt hierarchy of A.W.T and Askari Bank but I humbly and politely evaded any such praises and informed my well wishers that the fight is far from over and much has to be done as regards the NAURATTAN’s (Nine Jewels) the NPL’S and the falling morale factor of the employees. (This will be dealt in my subsequent email which will follow shortly after 19^th December 2011).

Thursday 15^th October 2011 (NP) carried a very small notification in the Karachi Stock Exchange http://www.kse.com.pk/notices-updates/detail2.php?id=4&nid=029769&pagesize=1&pageno=1 informing the general public at large about the consent of the management of Fauji Foundation to purchase the shareholding of AWT in Askari Bank.

I was planning to write a detailed email about the dwindling morale of the employees of Askari Bank some times later next week, but today a sudden change of events took place before the JUMMA PRAYERS which attracted my attention and compelled me to write this email impromptu.

Before I dilate upon the sudden episode I would like to put a question to my readers: “WHAT IS THE GREATEST LIE IN THE WORLD?

According to my childhood memories and narrations which I heard from my friends and elders that the greatest lie in the world is: “THERE WERE THREE LADIES IN A RAILWAY COMPARTMENT AND ……………………THEY KEPT QUIET.

Two and two always makes four but not with the dictator and bureaucratic outlook of the management of A.W.T, and this attitude has led to its dooms day failure.

Today 16^th of December 2011 at about 1130 hours the MD A.W.T called the President along with the hierarchy (NAURATTAN’s) and other YES MEN of Askari Bank and briefed them about the takeover of Askari Bank by Fauji Foundation.

In his briefing there were three points (lies) on which he spoke to the audience.

That the Board of Askari Bank comprising of directors of A.W.T is very strong and in no way the controlling interests will go to the new entrants.
That only a fraction of shares of Askari Bank will be sold to Fauji Foundation.
That we have all been a team and in future will continue to work as a team and no executives / employee should be apprehensive of being laid off.

He then called upon Mr. M. R Mehkari the President of Askari Bank (74 days to go) to address the gathering.

Mr. M.R Mehkari in his usual vocal oratory gave a very strong message that he is very much in the driving seat and will continue to do so in the future and the news about his exit and countdown days is just farce and rubbish.

I leave it to the imagination and mind set of my readers and well wishers to make their own assumptions and speculations. Only time will prove whether I was right or wrong……

In the above context I have nothing more to say………… except that let time be the best judge of that.

ROUND THE WORLD IN 80 DAYS………….. Tick tick goes the clock as the present minute becomes the past minute and the future minute becomes the present minute thus the count down to Eighty (80) days has begun. This reminds me of the movie which I saw in my youth.

I have received many phone calls, emails and SMS that my e-mails are not being received by the majority of my recipients.

On my investigation I found out that my emails have been deliberately blocked by the I.T Department of Askari Bank on the directives of Mr. M. R Mehkari.

About 6 months back a circular was initiated by the Presidents Secretariat of Askari Bank with a word of warning for anyone found involved in dissemination propagation, discussion and circulation of my emails will be strictly dealt with and warned them of dire consequences.

Well my emails were never stopped and the recipients never paid any heed to this warning.

As the cool breeze & fragrance of the fresh flowers have no boundaries and reach every nook and corner despite all the iron gates, vaults, stone walls and prohibition ……… my emails some how find their way to reach their destinations despite the embargoes, freeze and fire walls imposed by the watchful echelons of Askari Bank.

New methodology has been devised by the recipient of my e-mails in the spread of my message of social activism.

Some have forwarded me their personal email IDS on which I now send them my mails.

Those who receive make a hard copy for circulation and then it is rotated for onwards reading.

Some forward it from their personal e-mail IDS.

Some go on my blog and read it.

Some very enthusiastic and emotional recipients even ring me up to request me to send them a hard copy by email.

What has the President Askari Bank achieved or gained in this regard so far?

He has only been able to delay the dissemination and circulation of the truth for a few hours or so.

The President and his NAURATTHANS (Nine Jewels) are so naive that they think that they can stop the truth from spreading.

History repeats itself as even during the Nazi invasion of France during World Ward II the despised Hitler’s GESTAPO could not do so despite their tyranny and ruthlessness.

How can they do so in this era of fast electronic media and internet communication?

Now coming back to the main topic.

WELL NOW A FEW DAYS MORE TO GO………………………………….

The good news is that the L.O.I (letter of intent) from A.W.T (Army Welfare Trust) to Fauji Foundation for their strategic sale of Askari bank shareholding (about 51%) of AWT share was received in the beginning of last week and the prompt and professionals leadership of Fauji Foundation replied to this L.O.I in affirmative with their acceptance in the shortest possible time.

This translates that the B.O.D of Askari Bank will meet shortly and ratify this strategic sale and after this the management of Fauji Foundation will inform the S.E.C.P, S.B.P and K.S.E of their intention of purchase of 51 % Shareholding of AWT of Askari Bank.

After this the exercise of due diligence / forensic audit will start and may take about 3 – 4 months followed by the payment from Fauji Foundation to A.W.T and then Askari Bank will become part of Fauji Foundation.

So a few days more to go before Askari Bank goes under the hammer thus translating into another eighty (80) days.

The count down has already begun and by the time you read this email another Seventy Eight (78) days to go for the ouster of Mr. M. R Mehkari and his NAURATTAN’S from the first / second floor of AWT plaza.

I being a social activist with an optimistic and positive attitude would now long to see the day (may be by March / April 2012) when the neon sign of AWT will be removed from AWT Plaza and replaced by the neon sign of Askari Bank.

THE EMPEROR'S NEW CLOTHES

The last two weeks had been very busy and I did not have time to open my laptop or to sit on my P.C. When I opened my P.C, I had a lot of mail and a lot of questions asked by many people. The feedback that I get about myself is that some are in praise for me some have a word of encouragement and some are of the opinion that I am mad and have nothing else to do.

Well…………….. let me inform my friends and reader’s that there is a very thin dividing line between genius & insanity. The pessimists dub me insane, whereas the optimists may classify me as a social activist (I am still far from being a Genius) and those who are incompetent and corrupt are afraid of me because of the fear of their exposure but in their hearts of heart they consider me to be an evil Genius. I take this as a compliment and because of this criticism I am neither depressed nor do I become haughty or arrogant by the praise and accolades given to me. My only aim is to fight against corruption, nepotism, exploitation and social injustice and for that I write without fear or favor of the crowed. It is your silence which gives strength to the forces of evil and your appreciation gives me impetus to work even harder as I always say STAND UP AND BE COUNTED……….…..…

Emperor's New Clothes is a short tale by Hans Christian Andersen published on 7^th April, 1837 about two weavers who promise an Emperor a new suit of clothes that are invisible to those unfit for their positions, stupid, or incompetent.

An Emperor who cares for nothing but his appearance and attire hires two tailors who promise him the finest suit of clothes from a fabric invisible to anyone who is unfit for his position or "just hopelessly stupid". The Emperor cannot see the cloth himself, but pretends that he can, for fear of appearing unfit for his position; his ministers do the same. When the swindlers report that the suit is finished, they mime dressing him and the Emperor then marches in procession before his subjects, who play along with the pretense. Suddenly, a child in the crowd, too young to understand the desirability of keeping up the pretense, blurts out that the Emperor is wearing nothing at all and the cry is taken up by others. The Emperor cringes, suspecting the assertion is true, but holds himself up proudly and continues the procession.

In the present day times we have got many EMPEROR NEW CLOTHES around us although this was written more than 175 years ago but still holds good in our present day scenario.

Many of our so called leaders, politicians, dictators, generals, corporate executives and presidents of financial institution still act and also behave like the Emperor New Clothes.

They think that their actions are meticulous and precise and what they are doing is hidden and concealed from the general public and the masses are so simple, naïve and gullible that they will take everything at its face value even if they are told that the moon is made of cheese.

Majority of the corporate organizations are run by rules regulations and standing orders of procedures.

The written rules of these organizations along with the organograms are like a tight water compartment with little lattitude, laxity or resilience and are good procedural directives for the day to day working and running of these organizations.

Alas…………… in the present day scenario rules are meant to be broken. To adjust and cater for the near and dear ones of the blue eyed boys their minions and scullions. The culture of SAFARISH, PARCHI and RISHWAT prevails.

This has happened very frequently during the tenure of Mr. M. R Mehkari where two types of circulars were given out that the employees should not approach the hierarchy of Askari Bank for their regularization and promotions.

The above rules and directives have been very blatantly and frequently violated by the management of Askari Bank under the able and exemplary leadership of Mr. M.R Mehkari the incumbent president of Askari Bank who leads the bank from the front.

A few glaring examples of violations of this directive and Parchi system are as follows:

Imtiaz Bhatti who joined the bank as a contractual employee in 2008 and was confirmed from assistant to grade – II officer in August 2010 and is now working in ETD in head office
Brig ® Mohammad Afzal joined bank in September 2008 as contractual and was promoted from AVP to SVP permanent in February 2010.
Mr. Murad Mehdi, was appointed in New Challi Branch Karachi on contractual basis but when he approached Mr. Mehkari through a very resourceful person Mr. Mehkari called him in his camp office in Karachi at Bahria Complex and told him to wait for 3 days. In December 2010, after three days he was called at the Regional Office South and where he was informed that his appointment letter for OG-III has been received and he was asked to resign from his contractual position on that day and was given a fresh appointment letter and at the same time he joined again as a permanent employee and was posted to Marston Road Branch Karachi.

Mr. Waheed Tunio, was Collection & Recovery Officer on Contractual basis, he approached Mr. Mehkiri courtesy (high up) S.B.P in 2009 and like above he was called at President’s Camp Office and like wise he resigned from contractual position and was given appointment letter of OG-II and was posted in Preedy Street Saddar Branch Karachi.
Tatheer Ul Islam joined the Bank as sales person in C.B.S.G on contractual / commission based employee. One of his relatives a close aide of Mr. Mehkiri, this person was not only regularized but also he was given speedy promotions every year continuously and became VP and CIU Manager South in C.B.S.G.
A top of the chart classical example of how rules and regulations are being flouted to accommodate the blue eyed boys (PARCHI SYSTEM) is Junaid Shoukat who joined the bank in Lalkurti branch Rawalpindi as OG-II and within in a short span of 07 months was promoted as OG-I without any APR or completion of the mandatory period of employment.

How such a person who violates his own directives can face his employees / subordinates and still has the cheek to lead the bank from the front…………. Don’t worry you only have to bear him for a few days more……………….

These are some of the examples of violations of the above directives which are known to me and I am brining it to the knowledge of my friends.

If you know some other violations of this directive then please do let me know because truth should always see the light of the day………….. in the end truth always triumphs over the forces of evil.

SURVIVOR SERIES

Survivor Series as seen on the tevelsion features professional wrestling matches involving different wrestlers from pre-existing scripted feuds, plots, and storylines that develop on WWE's television programs. Wrestlers portrayed as villains or heroes as they follow a series of events that build tension and culminate in a wrestling match or series of matches.

What similarity does the survivor series has with Askari Bank?

My mind which is never at rest because of my esoteric and enigmatic nature was perplexed by an unanswered question which was churning in my mind like a whirl pool for the past six months or so, Why Mr. M. R Mehkari as the president of Askari Bank is surviving so long?

Today as I was watching the television a ticker which was running caught my attention that was the secretary defense Lt. Gen ® Syed Athar Ali Shah was not given extension and retired and his replacement has been named. Suddenly a thought flashed in my mind that there must be a connection between the two.

What is the connection between the two…………?

The residential house in general officer’s colony Chaklala scheme III, Rawalpindi of Lt. Gen ® Syed Athar Ali Shah was hired by Askari Bank courtesy of Mr. M. R Mehkari for residential purposes and renovated luxuriously at an exorbitant and phenomenal cost. This led to a symbiotic and mutually beneficial relationship between the two in which

It is an open secret that Askari Bank is in ruins is an example of financial mismanagement, dwindling and abysmal Human Resources and unbridled N.P.L’s.

Even the common man in the street makes mockery and looks down upon Askari bank because of the reasons which have been elaborated in my previous emails………

Where has the self respect, self esteem and human values of virtue, honor and dignity gone……….. may be now down the drain.

It appears that Askari Bank in the future will be lost in the labyrinth and doldrums and the vultures are hovering over the Caracas.

It may not long before the dilapidated and feeble cadaver will have to be buried with full military honors under a volley of muskets.

The question again arises why despite such in competency and mismanagement yet Mr. M. R Mehakri has survived for such a long time………..

Today I got the answer that every avaricious and rapacious personality has a guardian angel / god father who gives him a blanket cover looks after him and hovers over him.

Mr. M. R Mehkari’s guardian angel Lt. Gen ® Syed Athar Ali Shah ex-Secretary Defense used to give his blessings and all along was supportive of him despite Mr. M. R Mehkari’s misdemeanors and peccadilloes retired two days ago and may be now the final countdown to the exit of Mr. M. R Mehkari has begun…………………………

In the past I have been writing about the personalities and their effect on Askari Bank’s performance. Today this is a general introductory preamble of the problems of Askari Bank.

Some of the problems have been dilated upon by me in the past like the flex-cube system and the hiding of the NPL’s.

This is just the tip of the iceberg the problems which are known to me……………….

You must be bold and positive only with the fear of GOD and must be an upholder of truth and justice.

I respect and honor those persons who are bold and fearless. The world is full of cowards and YES MEN and Askari Bank is one example which I know but at the same moment I would like to pay accolades and tribute to those nameless and faceless persons who at the risk of their careers are constantly encouraging me and helping me dig out the skeletons from the closet.

Let me quote from one of the great leaders of the 18^th Century

“The World does not suffer from the tyranny and cruelty of wicked and despotic rulers but due to the silence of the common people”

WEAK COMPOSITION OF THE BOARD

The BOARD comprises of directors with no personal stakes in the company. They come as timely Joy Riders for 3 years, as if they are on stipend and a held hostage by A.W.T hierarchy run by a retired General who him self comes for a quickie and goes away after making hay while the sun shines. Had Askari Bank been run by a SETH or professional people with stakes in the company the bank would have been one of the leading banks in Pakistan.

INCOMPETENT / NON PROFESSIONAL HIERARCHY:

President, Head of Credits, Operations, Risk Management, Establishment, P.S.O, H.R and SAM, Even down to the level of OG – III are non committed, non focused incompetent because of lack of loyalty & Motivation due to back door employment and trampling of the rights of the people with merit. This causes heart burn for those who are dedicated and competent.

It is worth mentioning that certain senior executives in the head office have been dismissed from service in the past by the competent authorities on grounds of incompetence / dishonesty and moral behavior, however unfortunately the same people have been inducted back on key positions which creates a very bad impression about the working of the Bank in the general public and banking circles.

Visit any branch and you can find it out yourself.

Askari Leasing Limited:

What synergy was achieved by the merger of Askari Leasing Limited in to Askari Bank Limited and what benefit did the shareholders accrue?

Step motherly treatment is being given to Officers and employees of Askari Leasing Limited who were inducted in Askari bank on the merger of Askari Leasing Limited in to Askari bank.

They were promised same grades and perks on the merger but some were denied the same and left the bank.

NPL (S):

The non performing loans are increasing day by day and the recovery is poor. This year NPL’s shown about 23, 1, 928, 0000 Arabs are orchestrated as much of the dust has been swept under the carpet and will emerge as NPL’s in the next fiscal year. An independent Audit will bring forth the results. A very cunning and sly habit of the credit department is to park the funds (NPL’S) in GHQ branch Rawalpindi so that no audit team can go there……………………………….. and also hidden from the external and internal auditors…….

The EPS of this year of Rs. 1.48 per share is also on the higher side and as said before a FORENSIC AUDIT WILL SEPARATE THE WHEAT FROM THE CHAFF.

FLEX CUBE / SYSTEM,

This software system was inducted about 3 years back which was purchased at an exorbitant price where many kick backs were involved so far this has not been implemented in full due to problems in the system. This is causing problems in the day to day working of the bank and was first inducted in the F-8 Branch Islamabad where the day end and month end do not tally. Much has been written on this subject so I will not dilate more on this……………….

External Audit:

The external audit is conducted in connivance and cajoling with the resilience of the external auditors who are faced with the sword of Damocles hence they give a Rosy Picture about the NPL’s.

Over the past one year or so since I started my crusade against corruption, incompetence and nepotism I receive many calls, S.M.S and emails asking me multiple questions and also sensitive information is passed on to me like torrential rains in a parched desert for which my appetite is both absorbent and insatiable.

Many cases have been highlighted like the blue area branch Islamabad scandal, kinship enrollment by Zafar Alam Khan Sumbal filling the Bank with his near and dear ones thus making Askari Bank as SUMBULS FAMILY BANK. One down two to go……………. You will be able to put two and two together on this after 20^th November 2011.

There is another big episode which was mishandled by my great friend the Country Head Establishment Division which needs lengthy elaboration along with concrete proof of which will be dealt in a subsequent separate e-mail later on………….. for the time being let him enjoy his chair for some time more………...

Many of my friends, callers and critics ask me this question that you are the only one unduly perturbed and apprehensive about the downfall of Askari Bank whereas majority of the shareholders are least, bothered or worried.

My reply to my friends and critics is that well I have a pricking conscience and all my life has been spent in my lone crusade and endeavor against exploitation, social injustice, corruption, nepotism and tirade against family hegemony.

Had I chosen the path of least resistance and compliance like these B.O.D members and the Naurattans (Nine Jewels) of Mr. Mehkari’s team of Askari Bank, I by now would have retired as a Lt. Gen of the Pakistan Army and enjoying my pension and retired life…………. but I choose not to do so, as I foresee a bigger and constructive role which has been written for me on the life canvas.

The associates of public figures must not even be suspected of wrongdoings. The ancient Roman Julius Caesar is supposed to have said this when asked why he divorced his wife, Pompeia. Because she was suspected of some wrongdoings and he could not associate with her anymore.

Caesar divorced Pompeia, saying that "my wife ought not even to be under suspicion." This gave rise to a proverb, sometimes expressed: "Caesar's wife must be above suspision."

We have a similar case of Caeser’s Wife Suspision in the form of Maj Gen ® Saeed Ahmed Khan.

Maj Gen ® Saeed Ahmed Khan joined the board of Directors of Askari Bank on June 12, 2009 and was also an Executive Director Finance of Army Welfare Trust.

If you pick up the annual report of Askari Bank of year ending December 2009, on page 12 and December 2010 on page 17, it gives the introduction of this talented and illustrious director but all of a sudden the name of this illustrious and competent director of Askari Bank is missing from the member of the Board of Askari Bank from 2011 onwards.

Now the question which arises WHY?

Such a capable and competent director of Askari Bank was removed so stealthily and surreptitiously from the Board of Directors of Askari Bank.

It made my inquisitive mind ponder and ruminate deeply as to what is the reason for his sudden ouster.

It took me more than six weeks of exhaustive and laborious research work, snooping and probing to find out the answer.

The answer lies in the loan taken by Maj Gen ® Saeed Ahmed Khan which has not been serviced since 30^th December 2009.

The Details of the Loan are as under:

Loan of Rs. 30 millions was sanctioned on 1^st Jan 2008 from GHQ branch Rawalpindi, a hidden heaven for parking of N.P.L’s as no audit team can go there. There was subsequent disbursement of 1 million tranche from time to time till 11^th December 2009, when the loan amount swelled to about Rs. 55 million.

Very little markup was paid on this loan till 31^st December 2009 and the outstanding mark up amount runs in millions.

Obtaining a loan by a Bank director of a financial institution is against the rule as quoted below but not to service the loan is an obstinacy and causes ignominy, chagrin and disdain and is a cause of embarrassment to the credit port folio of the Askari Bank. Why did the auditors not detect this fraudulent financial reporting controversy under ISA – 240?

Who sanctioned the loan?

Is this loan on the classified list of NPL's?

Is the CIB report of Maj Gen (R) Saeed Ahmed Khan clean?

Is he Mr. Clean............?

The Board of Directors of Askari Bank has contravened of the following regulations.

Over the past four years since the assumption of charge of the President of Askari Bank by Mr. M. R. Mehkari almost all of things which are depicted in the core values of the bank have gone abysmally and drastically down like honesty, integrity, competence, fairplay, team work, capacity building, progress recoveries of N.P.L’s and above all the morale of the employees……… thanks to the handling and vision of B.O.D’s and the hierarchy of Askari Bank.

But one thing that has gone up remarkably and dramatically is the heralding of catalytic acceleration of the doomsdays scenario ultimately leading to the collapse of the bank.

After such higgledy – piggledy fiascoes it is not humanly possible for any organization to survive leave alone progress when such selfish unscrupulous and esurient directors of the board who are involved in such major bungling and financial anomalies.

All concerned in the channel like Board of Directors, Chief Operating Officer should resign immediately and that should be some face saving and may wash away their sins.

I as a concerned shareholder can only estuate and make my heart burn as I very well know that amongst the present and incumbent B.O.D’s Chief Operating Officers and Executives, President none have the decency, integrity and the moral courage to do so.

The poor shareholders whose hard earned money has gone down the drain like water under the bridge can only hope far a miracle to happen but it is my grotesque feeling that this will not happen.

I long for the day when hortatory tidings will come to me and I can rejoice with serenade of epithalamium that Askari Bank has become free from such peccant scavengers.

Only when heavens will fall then Mr. Mehkari’s incompetent, nincompoop, esurient and corrupt Naurattan (Nine Jewels) team will be booted out in disgrace by the succeeding management of Fauji Foundation.

THE SATAN’S TRIANGLE

The Bermuda Triangle, also known as the Satan’s Triangle, is a region in the western part of the North Atlantic Ocean where a number of aircrafts and surface vessels allegedly disappeared under mysterious circumstances.

The area of the Triangle and the boundaries of the triangle cover the Straits of Florida, the Bahamas and the entire Caribbean island area and the Atlantic east to the Azores. The more familiar triangular boundary in most written works has as its points somewhere on the Atlantic coast of Miami SaJuan Puerto Rico and the mid-Atlantic island of Bermuda with most of the accidents concentrated along the southern boundary around the Bahamas and the Florida Straits.

The area is one of the most heavily traveled shipping lanes in the world, with ships crossing through it daily for ports in the Americas, Europe, and the Caribbean Islands. Cruise ships are also plentiful, and pleasure craft regularly go back and forth between Florida and the islands. It is also a heavily flown route for commercial and private aircraft heading towards Florida, the Caribbean, and South America from points north.

The last two week was a season of corporate activities. I had been extremely busy with Annual General Meetings (AGM’S) and my house renovation commitments. In extreme cases I attended even three meetings in a day with regular meeting every subsequent day which was very much taxing, tiring and laborious which took a toll upon my physical and mental faculties.

In the past fortnight I received many telephone calls and emails asking me as to why I was silent as regards my writings and emails that my silence was deafening to some and a source of apprehension for others. Many of my friends and contacts told me about the various happenings in Askari Bank and I was quite amused with the plethora of the information that I have amassed. Among the many trivialities one very amusing information was the hiring of used cartridges by Askari Bank of course courtesy of Lady Macbeth…………………….. the readers are advised to infer from the reference.

Well to allay the concern and fears all of my friends, well wishers and of course my critics that to write an article and then to send an e-mail takes a lot of research, planning, verification, cross checking proof reading and of course is time consuming.

It is futile, embarrassing and counter productive if I write something which is not substantiated and corroborated by facts and proofs and may cause aspersion on writer’s integrity and credibility.

I will not indulge in miniscule or petty nitty-gritty but would concentrate my focus on the happenings on the bigger canvas.

So today after a long time I am writing to you about my research investigative article the Bermuda Triangle which has a similarity with the induction of flexi cube system in Askari Bank.

has ruined Askari Bank both financially and technologically thus causing an impediment in the progress of the Bank and giving many of its end users sleepless night.

The Bermuda triangle or the so called Satan’s triangle behind the induction of flexi cube system by Askari Bank has the following three angles.

Lt. Gen ® Zarar Azeem who was the MD AWT from January 2006 to 30^th December 2008, and headed the Board of Directors (BOD) in absence of the Chairman the sitting Adjutant General Pakistan Army was the man in whose time the flex cube system was inducted..

Mr. Shahid Mehmood became a member of the board of Askari Bank on September 01, 2008, courtesy Lt. Gen ® Zarar Azeem. He is the Chairman and Chief Executive Interactive Communications Private Limited an I.T firm which supplies security related I.T equipment to the Pakistan Defense forces was the master mind behind this high profile deal.

Nauman Bashir joined Askari bank and became the country head IT in 2007, was the manipulator but left the bank in 2008 after pocketing his benefits but left behind a stigma of unpaid debts. This completes the three angles of our Satan’s Triangle.

Today I would like to explain in clear words and lift the curtain on the background of this mysterious, surreptitious inscrutable and enigmatic deal which played the part of the nemesis of Askari Bank thus leading to its down fall.

Many people do not know what happened? How has the flex cube deal affected the financials of Askari Bank? How was flex cube system inducted in the first place?

The answer to some of these questions have already been given by me in my past articles (Link above) but today I would like to pin point the hidden and rigmarole clause in the purchase of this system was the MAINTENANCE CLAUSE.

Software induction into any system in the world depends on whether you buy it off the shelf or go for especially tailored made application software which is a dedicated software confirming to the end users requirement.

Maintenance charges start when the user’s software becomes live and compliant with all systems GO.

U.E.T (user acceptance test) becomes O.K online and 90-100 days warranty period is given to iron out any teething problems.

10% payment is withheld up to the expiry of the warranty period after that the maintenance charges start, but this important clause was ignored for ulterior motives or vested interests and maintenance period started from the day of the signing of the contract that is April 2008. First branch which went live online in April 2010 was F/8 branch in Islamabad. Now calculate yourself how much maintenance charges were paid during two years of the non live period. More than 02 years maintenance fee went down the drain due to this clause, thanks to the wheeling and dealings of the Satan’s Triangle.

The whole license fee was paid one time on the spot creating big gaps in the system with lacunas.

Mr. Mehkari who at time was the acting president and a compliant aspirant for the coveted post of President was too submissive and happy to sign the deal of course with coercion and gentle persuasion from Lt. Gen ® Zarar Azeem so the carrot and stick policy played its part.

Some God fearing people at that time in the I.T department of Askari Bank were of the view that this deal for 5, 82, 200 US $ worth of software could have been done for only 30,000 US $ or even lower than that had they been given a chance to develop their own in house banking software system. The advice of these people in the IT department of Askari Bank was overruled by the forceful lobby created by the Satan’s Triangle.

Thus the three angles of the Bermuda Triangle caused a cumulative loss of more than 10 million US $ to Askari bank and the loss keeps on growing day by day.

The requirement of any data centre is hardware, machines for automation, data bases management and relational DMS (Data base management system).

Many objections were vehemently and vociferously raised by me against the induction of the flexi cube systems in the AGM’s where President of Askari Bank Mr. M.R Mehkari proudly boasted that the whole Askari branch network will be online in the flexi cube mode systems with in one (1) year that was about two (2) years ago and this has been recorded in the minutes of the last meeting of the year 2009 and 2010. I followed up my campaign against the laundering and squandering of shareholders money in my subsequent articles and email. (See the link above).

What irreparable harm this flexi cube system is causing to the Askari branch network can be judged and gauged from the Askari banks dwindling deposits and online transactions over the past one (1) year. Ask any branch manager and Operation managers where this flex cube system has been forced down their throats and they are having sleepless nights due to the induction of this system.

Lately on 12^th October 2011 the Board of Directors of Askari Bank took up the case of the poor performance of Askari Bank flex cube system in their B.O.D meeting.

Here a very rosy, orchestrated and gullible presentation was made by Mr. Javaid Zia head of I.T and Mr. Sohail Rizvi on the behest of Mr. Shahid Mehmood about the Flexi cube system saying that the system is working normally with very minor problems which will be over come in due course of time. However the majority of the board was not satisfied with this presentation and asked for comments by the end user.

No responsible operation manager or branch manager of Askari Bank where flex cube system was installed was called in give his views but in comes the YES MEN of Askari Bank and give this reply ALL IS WELL (SAB ACHA HAI).

The latest fiasco which is now brewing up is the dilemma of the Quaid – e – Azam University which is a sub-branch of Barah kahoo Islamabad.

This collection booth which was opened up with the promise and understanding that all tuition fees, examinations fee, admission fee and all other allied deposits pertaining to the university activities will be collected on automated basis and sent to the university finance department on the same day, this has not happened so far courtesy the flex cube system.

Much time is wasted in asking for the R.S document (Requirement Specification) from the suppliers who are sitting outside and they take their sweet time to react of course the maintenance bill is jacked up every time such a request goes to them.

As time is money and of essence and is considered to be a precious and non retrievable commodity has completely been wasted like water under the bridge in the stream lining of the flex cube system.

The need now is to evolve (ADC) alternate delivery channels so that the ATMs availability can go up by 96% or above and online transactions become smooth and complaint.

In the future the flex cube system will have to be shelved all together or made smooth and compliant by the synergetic working of the IT personal of the Askari Bank and the suppliers Oracle.

I have my doubts as Oracle will like to squeeze the last drop of blood of the shareholders money from Askari Bank before feeding it to the vultures.

The decision now rests with the Fauji Foundation the future management of Askari Bank to take cognizance of the whole matter and take to task the perpetuators of the Satan’s Triangle.

May be it is a case for NAB or the Chief Justice of Pakistan to take suo motto action on this matter of fleecing the shareholders…………………………Keep your finger crossed.

I casually mentioned about the corrupt country head establishment division of Aksari Bank Limited.

In response I received many e-mails and telephone calls emphasizing upon me to clear my position as regards my opinion about this gentleman, secondly some of my readers criticized me for my English jargon (sorry for that).

Most of the callers were of the opinion that this gentleman was very religious, introvert, shy, soft spoken with a Mona Liza smile on his face and keeps a very low profile. How can such a person be incompetent or corrupt? Dr. Sahib …………….you must be wrong…

Many critics were flummoxed and apprehensive that this time I had fired from the hip with out any proof and may be put on the mat.

Well it has been my idiosyncrasy since the time I left the Pakistan Army in 1983, that without proof I do not write or say anything and do my home work before any verbal oratory or written communication.

Well this email is in response to the multiple queries / questions raised by many of my friends on the net and in Askari Bank.

Brig (R) Mohammad Ifzal Country head Establishment Division, Askari Bank, joined Askari Bank on 19^th September, 2008 on behest of the brother of President Askari Bank Mr. M.R Mehkari, that is Lt. Col (R) Mehkari who is serving in a private Security Company in Lahore and happens to be a friend of Brigadier Ifzal who had served together in the mid 80’s in the Pakistan Army in Skurdu in the northern areas. He is the person who had him inducted in the bank in the first place with in a short span of time after his leaving the Pakistan Army.

He was taken as 2^nd in Command of Establishment division, later on 30^th October 2008 Mr. Israr Ahmed was dismissed from service and the incumbent Brigadier ® Ifzal was made the acting Country Head Establishment Division. In the history of banking this is a record that a non-banker was confirmed especially as a permanent employee at the age of 57 years (+) in 2010 and now the individual has less than 2 years of service more to go.

In December 2008 much to the bewilderment and astonishment of banking circles / employees of Askari bank, he was made the permanent Country head of Establishment Division in Askari Bank. In February 2010 the officer at the age of 57 years (then) was made S.V.P and inducted as a regular employee and continues to serve as Country Head Establishment Division Askari Bank till date (that is an irony of fate).

After carrying out a detailed investigations, scrutiny and survey at Askari bank branches nation wide the following irregularities have been brought to my attention and observed by me.

The C.C.T.V Camera’s installed at Askari Bank branches from Fujiya Split Company are of very inferior quality, have very low quality resolution, inferior polarization optics, lack refractory lens coating, have low diffraction, have limited range and depth of focus and are full of chromatic and spherical aberration. The result is that facial features, vehicle number plates and chest name tags are not identifiable / recordable even at a close range. This was done only to get kick backs in the deal. The robbery which occurred in federal – B area in Karachi, this year the footage which is a part of the police investigations is so undecipherable that nothing can be made out of it.

I wrote the above letter (Link) to the secretary AKBL on 29^th July 2011, highlighting the poor quality of the footage which gave a bad press to the bank. No action was taken by the Bank Management or the Country Head Establishment division to my letter and it seems that my advice fell on deaf ears. This is a glaring example of the inefficiency of these C.C. T.V cameras. Compare these C.C.T.V cameras which have been installed country vide in Askari Bank with those installed in Standard Chartered bank and Habib Bank limited with the same amount. Your guess as good as mine who pocketed the facilitation money.

Most of the Askari Bank ATM’S are not connected with the main branch D.V.R and thus endangering the smooth functioning of the branches. This is a basic requirement of State Bank of Pakistan thus the standing order of procedures laid down by S.B.P have not been followed.
The Country Head Establishment carries out tours in various parts of the country in order to fulfill his private commitments and discourages the other subordinates / managers like procurement & premises who should really actually be visiting the sites and branches.
He has kept violating the basis S.O.P of procurement as he has only kept one contractor for each item like for furniture it is decent furniture Peshawar road Rawalpindi, for generator it is PAKTEK and for C.C.T.V it is Fujiya split. For Interior decoration AWT plaza is done by Tauqeer or Ahsan Jan Limited for Karachi it is concept (Mehkari’s old linkage) for Lahore it is FUZZ for Rawalpindi branches it is Ahsan Interiors.
Apart from banking affairs there are very clear examples with proofs what the executive has been pursuing and accomplishing his private affairs using bank staffs and facilities at his disposal (I will not touch upon them at the moment now)
He does not have the faintest idea about the Banking Rules, procedure, S.O.PS and totally relies on his contractors or his Admin Manager. Was there a dearth of competent SVP’s in the bank that a person without experience and competence was made Country Head Establishment Division?
The Executive is using Bank vehicles illegally. The examples can be taken that on his sons wedding on 29^th July 2011, (the day robbery occurred in Karachi) the bank protocol vehicles were used without payment from 20^th July to 15^th August 2011, this was all done at the expense of the poor shareholders money. The petrol bill was about Rs. 21, 000/- (Twenty One thousand only) and paid from the bank expenses. His son used Vehicle no.ISB-ME-124, make Toyotta Corolla, model 2005 for his honeymoon in Nathia gali and Murree for more than 4 (four) days.
Three (3) days prior to the wedding on 27^th July two APV Vans No ISB-MS-134 & ISB-ME-136, vehicles were used around the clock for various marriage functions which were held on 28^th / 29^th July respectively. All bank drivers were involved in this scenario and can be confirmed from the vehicles log book and the drivers name Satti, Wilayat, Khadim etc. This indicates the honesty level of the incumbent officer.

All relevant contractors were attending all the function of his Sons wedding and furniture of the house of the individual was made by the decent furniture on a very very subsidized rates.

Lastly less his department heads and one two other person / juniors, he has been very unfair in his dealings with his own staff and has been giving accelerated ACR’s to incompetent people who were pliable and placable to his demands at the cost of others who were competent but upright and did not toe his line.

During the course of the working hours of the day 80% of the time he is involved in his own personal dealing on the mobile / telephone and gives only about 20% time to the banks job requirements in addition to this he is totally unclear about banks procedure and policies the repercussion of those will become evident in due course of time.

He is like a minion to the president who has kept his eyes closed to his incompetence.

Such state of affairs can not go on for long and if we want to save the bank from further deterioration and collapse the above individual must be given marching orders to save the bank this means he has got two (2) years more of service to ruin the bank or what ever is left of it.

In my last e-mail I emphasized upon the President Askari Bank that he should resign immediately. In response to this president Askari Bank has not resigned so far but the news is that he has under taken the first step in this regard by cleaning his safe deposit lockers and his personal bank accounts.

It is hopefully envisaged that country head establishment division Brig ® Mohammad Ifzal will follow the norms of dignity and self respect by resigning from the bank immediately..

I have my doubts about that because in the history of Pakistan except for one or two God fearing up right individuals of honesty and integrity no one has resigned from their posts but have clung to it like leeches and vultures as will be done by country head establishment division Brig ® Mohammad Ifzal…

Only Time will prove whether I was right or wrong………….

As you leave the motorway which leads to Peshawar at the RASHA KAI interchange and come down to the exit after the toll plaza its says Mardan 10 kms.

And at the same time milestone also shows chitral 229 miles away. As we leave the Motorway the road becomes Narrow and we are met with typical frontier traffic slow and impatient, as if everyone is in a hurry and the world is on fire.

We pass the Punjab Regimental Centre the home of the training of famous Punjab Battalions of Pakistan Army and go pass Takht Bai one of the oldest Buddhist Monastery and Stupa are located here. SHINGARDARA STUPA about three kilometers from Barikot, one gets a glance of a magnificent Buddhist Stupa on the right side. Just about one and a half km away from this Stupa, one can see large figures of Buddha carved on the rock.

Our journey then takes us to Shergah and we enter in to Malakand agency to Sakhakot. We pass Malakand agency markaz and started climbing the incline. It is a very good road made by Frontier Works Organization (F.W.O), a tribute to the Army Engineers. We pass through the Malakand Tunnel and the mobile services work very well in the hilly areas. We reach Batkhela (home of Malakand levies) and go pass the Malakand fort.

The Malakand Fort is situated on a high point of the mountain and some parts inside and outside the building bear 1896 as the period of construction of the Fort. It is surrounded by a stone wall with fire slits and iron shutters.

In 1897 Sir, Winston Churchill as a War correspondent stayed in one of the rooms in the Malakand fort which I visited courtesy of the 37 division headquarters of the Pakistan Army. The room where Churchill stayed is marked by a marble commemorative plaque which says Sir Winston Churchill the future prime minister of Great Briton stayed in this room in 1897.

I specially requested to see this room and had to pass through many ups and downs of steep stair cases and ascent to reach the room where Sir Winston Churchill stayed.

This fort needs a full day visit but these days it is occupied by one of the battalions of the Pakistan Army a part of 37 divisions which has now moved for Operation RAHE-RAST in the Swat valley.

We then start our descent down hill to Pirano pass Batkhela Canal and there we encounter a great mad rush on the road hence the speed has to slow down to an ant crawl.

As you reach Batkhela a small sleepy town where main bazaar is more than 2 kilometers long, there are no intersections (junctions) so no traffic lights. Therefore it is the longest bazaar in the country that has no traffic lights or junctions.

Batkhela has many beautiful and big mosques. Some of them are located over fast flowing rivers which increases the beauty of these mosques.

This beautiful valley is covered by tall hills from all sides and there are many fast flowing rivers which are a contribution to its wonderful landscape. One water canal that pours into a small dam in Jaban area is the main source of electricity production.

Churchill Picket, Swat

As you go pass the Chakdara bifurcation the road on the left curves over the Swat River and on the right side is the Chakdara fort, now housing the first wing of the Chitral scouts. About 30 years ago when I visited this place it was the home of the Bajaur Scouts.

As you cross the swat river on the new bridge which was recently washed away by the floods and now two spans have been repaired by the launch of BAILEY BRIDGE a tribute to the Engineers of the Pakistan Army.

This watch tower (Churchill Picket) in Swat Pakistan, is said to be named after Sir Winston Churchill, former Prime Minister of England. It is said that he was stationed here in his military days. Going from Chakdara to Timar Garaha you can not help noticing the sentinel picket which is a local landmark - Churchill's Picket - a lonely spot at the far extremity of the then British Empire where in 1897, the future wartime leader of Great Briton was nearly killed in a ferocious battle against the Mad Mullah of Malakand.

Just across the bridge on the left side is a well marked incline walk way which is further highlighted by white wash stone markings on either side of the path.

It is quite a steep incline and novices and people with hypertension and arthritis should not try to attempt to climb this path in one go.

For the fit and regular walkers it is about 25 – 30 minutes climb to the top of the hill on which is perched the Churchill picket.

It is a well maintained monumental building which is made of stone with an elevation of about 2 ½ stories high.

At the present moment the entry to the picket is not allowed because of the security purpose for which permission has to be taken from the Army Authorities.

On the front side on the picket there are white neat stone markings, which say CHURCHILL PICKET and can be viewed from a distance across the swat river and beyond.

Sir, Winston Churchill came here in 1897, as a war correspondent for the Allahabad Pioneer and Daily Telegraph. He used to signal his messages from this spot to Malakand and onwards by Heliograph. A heliograph meaning "sun", graphein, meaning "write") is a wireless solar telegraph that signals using Morse code flashes of sunlight reflected by a mirror. Heliographs were standard issue in the British and Australian armies until the 1960s, and were used by the Pakistani army as late as 1975.

That is why the picket is also known as "Shisho Picket" (Shisha for Mirror in local language). The present picket was constructed by the British and commands the area around it like a sentry guarding a vantage point which covers 45 degree’s angle of visual eye ball contact on each side.

The picket is set a top a hill in such a way that it over looks 4 valleys at the same time.

On the front is the Swat river on the right is the Malakand agency on the back is the road leading to Timar Garaha on the left side is the Chakdara fort.

The Chakdarra Fort occupies a small detached hillock that provides observation of the surrounding areas on the backside of which is small fishing hut which is a paradise for trout anglers.

So next time when you are visiting Swat Valley for Holidays, please find time to make a small detour to visit Churchill Picket and enrich yourself with the first hand knowledge of our rich cultural heritage.

CREATING A GUINNESS BOOK OF WORLD RECORDS

(Written on 03^rd October 2011 at 2345 hours)

As this email reaches you in the early hours of Tuesday, 04^th October 2011, some of you may be sleeping, some half asleep or awake in their offices but by that time representatives from a strategic investor group will be visiting the 8^th floor of AWT plaza to hold talks with the C.F.O and hierarchy of A.W.T for the transfer of management control of Askari Commercial Bank.

In another 3/4, months time the process of scrutiny, due diligence and deliberations will be held from both the sides and the management control of Askari Commercial Bank will be taken over by that strategic investor another breed of my ex-brother in arms now the largest corporate entity of Pakistan.

What happened?

From a high price share value of Rs.126/- in 2006 / 2007 to the present share value of Rs. 9 plus, the share price of Askari bank has tumbled down like a house of cards, like a sand castle or like a single solitary feather thrown from the top of a high-rise building like the 9^th floor of Army Welfare Trust plaza.

This has happened not over night, but over a period of 3/4 years when the present incumbent hierarchy headed by Mr. M.R Mehkari took over Askari Bank in 2008, at that time the share price was about a Rs.100/- Plus and the NPL’s were about 5 Crores plus.

Just in a matter of 3/4 years Askari Bank has crumbled down like house of dominoes, thanks to the malfeasance, incompetence, mismanagement, nepotism, corruption, rapacious and nonchalant attitude of the Board of Directors and the incumbent President Mr. M.R Mehkari.

For the past 12 years or so since the inception of Askari Bank, I as a humble shareholder have been on record trying to give a sense of direction to the minds of the B.O.D, and hierarchy of Askari Bank, but there were always impediments to my humble, constructive and sincere suggestions in the form of Zafar Alam Khan Sumbal with his malfeasance, facetious, esoteric and his negative feedback to the Chairman AWT about my good and constructive intensions he dubbed me like an anathema faced against an Iconoclast.

Zafar Alam Khan Sumbal along with his coteries of scullions, minions, psycho pants, joy riders and short term myopic directors having sinecure jobs who had just shed of their uniforms and joined the Askari Board by virtue of their only qualifications that they were Ex-Brigadiers in the Pakistan Army, painted a very orchestrated, fictitious and presumptuous pictures about my capabilities in order to hide their incompetence and misdemeanors. Thus I was labeled as a mischief monger, having bellicosity and made the scape goat of all the ills that prevailed in the sisters concerns of A.W.T of which I was a share holder.

Time has proven that all along the past decade of my continuous lone handed, clamorous struggle, boisterous, Brouhaha, vociferous and articulate emphasis on the internecine calamitous and devastating path taken by the board of directors and Presidents of Askari Bank which has to this date led the bank to reach its present perdition state of high NPL’s and colossal Human Resource problems that I was right and the Board of Askari Bank was wrong.

Now much to my consternation, Derision, Chagrin and indignation it pains to inform my friends that the bank for which I strived and struggled for along with dedicated founding members, Executives, Officer and Employees of Askari Bank will be going under the hammer and may be sold for a song…

What happens to the present hierarchy, executives, officers, employees and other members of the Askari Bank Family remains yet to be seen, but what is my prescient belief that new management will bring in competent, professionals and dedicated team which may salvage the bank from an abysmal, complete fiasco and collapse on the Stock Exchange as the quarter ending 30^th September 2011, 9 months results will show that the Banks equity is more or less eroded and after the 30^th December 2011, closing the bank may not be in a position to meet the Capital Adequacy Requirement (CAR) which is looming over their heads like the sword of Damocles as laid down by the State Bank of Pakistan and to conform to the Basle –II, protocol requirements.

Please take a note of the competency of the incumbent president Mr. M.R Mehkari that 18, high Executive officers were shuffled with out following the norms of logic and internal competency control as these Executives officers were thrown about like dust in a whirlpool. Never before in the history of Askari Bank such a thing has happened that such mass postings were held in such a short time thus increasing the level of in competency and trampling upon good governance and merit.

Just to quote an example: A person who was a failure in operations was posted to bring the flexi cube system into smooth operation. Little realizing that person has got no experience in IT. The less I say about flexi cube the better it is. Please the links

Similarly a person who has been heading the HR for long time has been sent to look after the international division and another person from HR was sent to look after the agricultural division. I leave it to your imagination to fore cast what results these people will deliver and what value added services will they provide to their respective departments for which they no experience, training and exposure.

It is an irony of fate that placcable, yes men who are inefficient, incompetent and above all dishonest are serving as Country head in the hierarchy of Askari Bank head office worst example of this is Country head establishment.

The greatest blunder and rape of merit was done when the norms of internal succession planning were not adhered to as a new entrant the R.G.M from Karachi Khursheed Zafar who is an EVP was posted above SEVP Haseeb Saulat who was one of the founder stalwart’s of Askari Bank.

This was done to make the EVP from Karachi to succeed the incumbent president in year 2013.

There were repercussions and resentment and the S.E.V.P resigned followed by the RGM of Islamabad followed by the area manager of Islamabad and list goes on.

Why has this happened?

If you do not follow merit, transparency and fair play adopt obstreperous and Braggadocio attitude then matters will go from bad to worse no matter what subterfuge measures you adopt as it has happened now.

Mr. President have a heart spare this poor bank from further losses and from becoming another Pakistan Railways or Mehran Bank.

If you have even an iota of self respect, conscience and dignity please resign from your post as president Askari Bank immediately before you are booted out by the next management.

There is a saying it is better to go in grace than to go in disgrace…. The decision is yours and yours only………..

Now you will be wondering what has happened to my style of writing because the caption says something of setting up a new Guinness Book of world record……. Whereas the gist of the whole article has nothing to do with a world record.

Please pardon my style of writing and my deviation from the main topic as I have talked about the doings of the present management of Askari Bank may be due to my decrepitude state of mind to remember what I wrote in the first place but now finally it has dawned upon me that the present management of Askari Bank is striving and vying to setup a new record which may find a place in the Guinness Book of world records for………………………………………….. On 29^th July 2011, at about 10.28 hours a daring dacoity was conducted in Askari Bank Federal –B, area sub branch Karachi in which cash of about 3.2 million was taken away by the Gun totting bandits making a mockery of the Askari Guards and the Phoenix Security Company, whose rapid response force as usual came ceremoniously late.

Please refer to my comments recorded in the minutes of the last meeting of 2010, and again emphasized by me in my communications that the security of the bank branches are highly vulnerable especially of the south region. My repeated and constant reminders in this regards its seems has fallen on deaf ears as if the Askari Bank is managed by mavericks and school going children.

AGL guards at Karachi are highly incompetent, untrained unskilled demoralized and lack professional training as majority of them do not come from forces background.
The AGL charges AKBL about Rs. 13000 per each guard but pays them only Rs. 7500 – 8000/- which is in fact is skimming the company at the expense of competence and efficiency by deploying such nincompoop guards.
Why vantages points were not set up and manned as laid down in the S.O.P?
Why were the Security guards not deployed in the tandem position, one outside / one inside? (One outside to check / one inside to remain alert with the Gun).

Why did the Rapid response force of Phoenix Security Guard did not respond to the panic button being pressed but shirked from derelictions to their duty by putting the response on the local police as this was their jurisdiction.

Why so much money is being paid to Phoenix Security Guard, when they can not respond to threat within reaction time.

Why no regional security officer has been appointed to look after the affairs of the south region.

What is the head of establishment doing about the abysmal and dwindling security affairs of the company?

Why is the shareholder money being wasted on the pays and perks of the directors and executives of the company when their synergy and value addition to the company is below par?

RAZA CHARITY TRUST

It was some times back in the fall of 2002, I was very withdrawn melancholic depressed and introvert after the loss of my Parents in 2001 with in short span of three months that the phasic depression engulfed me.

I did not find any respite in any of my pursuits like sports, outdoor activities and interaction with friends….. I thought that this was the end.

Then came the Holy month of RAMZAN in 2002 and it was a month of fasting and sharing other people joys and sorrow that the idea dawned on me that happiness lies most in giving to the needy and poor. To help the destitute and those who are under privileged.

With this small idea in mind like the flickering oil lamp (DIWA) as narrated by RABINDAR NATH TAGORE the first noble laureate of South East Asia in his poem GEETANGALI that one small candle lights anther candle.

I started my humble philanthropic and altruist beginning in the form of a Charitable Trust dedicated to the memory of my late Father Brig ® Mohamamd Alimuddin T.I.,

Initially it was a very modest and miniscule endeavor but with the passage of time and because of help and encouragement of my family members and friends that we have matured into a Well organized Charitable Institution by the Name of RAZA CHARITY TRUST.

Since 2002 we have given RATIONS and donations to more than 6000 people and have helped the needy and poor people to overcome their financial problems in the shape of School fees, Utility bills and Marriage of Daughters of widows and less fortunate people.

This year because of inflation and price hike I feared that I will not be able to come up to the expectations of the people registered with me but GOD works in strange and mysterious ways.

By the grace of GOD almighty and with help and donations from my sons, wife and friends the response has been over whelming.

This year again we distributed RATIONS on the 18^th 19^th 20^th and 21^st August 2011 from 1100 to 1600 hours at RAZA EYE CLINIC 123/A, Market Road Saddar Rawalpindi for more than 700 people.

Also we have arranged AFTARI in the JAMIA ISLAMIA, Mosque Kashmir Road, Saddar, Rawalpindi for more than 125 people daily for the 29 days of RAMZAN.

1. Introduction:

Located at a distance of 250 km from main Chitral town, the Broghil valley is the Northern most valley of Chitral district in Khyber Pakhtunkhwa province of Pakistan. By virtue of its strategic location having both internal and international borders, Broghil is one of the most important valleys in the region. Towards the north the valley is connected with famous Wakhan Strip of Afghanistan through the famous “Broghil Pass”. Another important pass “Darwaza” connects Broghil with Afghanistan in the North-west. Broghil pass for the large part of the year remains open for the to and fro movement of the communities, as the population of both sides have familial and tribal relationship with each other since centuries. In the southeast direction the valley is connected with Yasin valley of Gilgit Baltistan region via Darkot Pass. Towards east the valley joins the Karumbar valley through famous Karumbar pass towards Ghizer district of Gilgit Baltistan. In the south Broghil joins the main valley of Yarkhun towards Mastuj and Chitral town. The valley runs narrowly from southwest to northeast along the Broghil River with high mountains on both sides. The stable and somehow open slopes on both sides of the river provide space for settlement and agriculture practices. The valley is comprised of high mountain peaks, wide plains, steep slopes and deep canyons inhabited by “Wakhi” people. It covers a total area of 124964 hectors. The history of Broghil dates back to centuries when communities from different tribal backgrounds i.e. Wakhan, Tajikistan, China etc started pouring into the Broghil valley while searching for rich pastures and safe refuge.

2. Broghil Festival-2011: (A brief Background)

With its lash green meadows, snow clad sky high peaks, mesmerizing Qurambar lake, fascinating wetlands and unique and unexplored Broghil is place with immense tourism potential. To harness the tourism potential of the valley the Chiantar Welfare Society Broghil back in 1999 started Broghil festival. The underlying objectives of this festival are to promote cultural dynamics and aesthetic value of Broghil among tourists and nature loving groups and individual. Since its inception in 1999 the festival is playing vital role not only in promoting cultural values of the valley but is also contributing in supporting the pastoral based economy of the valley. Since the start of the festival tourist influx has increased many folds.

But to the dismay of local population of Broghil the festival was banned through presidential directives in 2007 for unknown reasons. The ban remained effective for two years i.e. 2007-09.

Later on, through the hectic efforts of Chiantar Welfare Society Broghil and Pakistan Wetlands the ban was lifted in 2010. During 2010 large number of tourists including media persons from GEO TV, PTV and representatives of press also participated in Broghil festival and extended coverage to the events of festival. This further enhanced the magnetism of the festival.

The festival is playing a pivotal role in highlighting the natural exquisiteness of Broghil alongside promoting its unique cultural contrasts both at national and international level.

Besides, the festival is also proving helpful in creating income generating opportunities to resource constrained communities of Broghil valley.

This year too Chiantar Welfare Society Broghil (CWSB) in collaboration with its partners including Pakistan Wetlands Programme, Sarhad Tourism Development Corporation, HASHOO Foundation, Walk About Development Solution and AKRSP is planning to celebrate Broghil Festival from July 16-18, 2011.

Passes: Broghil is home to some world famous passes. Some of the passes frequently used by the local communities for trans boundary movement are listed below:

o Sukhtarabad Pass: This pass connect Broghil valley with Ishkiman valley of GB and also connects Broghil valley with Chupursan via Chilinji Pass

o Qarambar Pass: It connects Broghil valley with the highest plateau of the world called the little Pamir

o Darwaza/Broghil Pass: It is also called a window into central Asia. It is a historical pass and was part of the well known silk route.

Hot springs: Unique hot springs are found scattered through out the length of Broghil valley. The presence of these springs adds to the natural beauty of Broghil valley. The well known hot springs of the valley are:

o Hot Springs of Garamchasma. Garamchasma is one of the largest villages of Broghil valley. It is name is also derived from two words Garam meaning hot and Chasma meaning spring.

o Hot spring of Garil villages.

Historical Places:

o The ruins of Historical Forte of famous Wakhi Ruler Ali Mardan are also found in Broghil valley

o In ancient times pilgrims from Turkey and other adjacent Countries used to travel through Broghil valley. Ancient graveyards of Turks are also found in Garil and Chikar village of Broghil

o Teerdast is also a famous historical places located in the upper part of Lashkargaz village of Broghil. The place is famous for its hanging arrows from the solid rock and the name Teerdast also originates from these hanging arrows. In Wakhi dialect Teer means arrow. There different myths associated with these arrows.

The Pony Trekking route of Broghil is one of the world famous trekking routes. Before the advent of 9/11 incidents hundreds of foreign tourists used to travel on this trekking route. Besides, the wide stretched Peatlands and grasslands of Chikar, Chilmarabad and Lashkargaz villages of Broghil furthers adds to the beauty of the valley.

However, despite having such enormous potential to tourists are still reluctant to visit Broghil valley. This is due to poor infrastructure and lack of basic tourist facilities in the valley. To promote eco-tourism establishment of tourist camping site at suitable places in Broghil is indispensible. To boost tourism sector in the valley as livelihood diversification mean the NAWC-PWP has established four camping ground and equipped tourist camping site in Broghil valley with the basic necessities.

The overall and long term goal of the festival is to promote the soft image of Islamic Republics of Pakistan to outside world. Besides, the festival also tries to achieve following short term objectives:

Darkot pass (el. 15,430 ft., open May thru October) is a high mountain pass that connects Broghil valley in Chitral to the Ghizar valley (Yasin tehsil of Ghizer district) in Gilgit in Pakistan. It is also known under the name Darkut.

The pass is about 10 miles to the east of Koyo Zom (Zum) peak (6872m), the highest peak in Ghizer district. The border between Chitral and Northern Areas runs through the pass over Darkot Glacier. 8 miles to the south is village Darkot (11 miles north of Barkulti) on the River Darkot (small tributary of Ghizar river). To the northeast of the pass is Chitral (Yarkhun river valley). 10 miles to the NW of the pass is village Chilmarabad, just one miles south of Boroghil pass.

Broghol, also spelled Broghil, Boroghil and several other ways, (el. 3798 m./12,460 ft.) is a high mountain pass that crosses the Hindu Kush and connects the Wakhan Corridor of Afghanistan with Chitral in Pakistan.

Broghol is a relatively low pass. It was closed for about three months each winter because of snow, but for much of the rest of the year it was passable even for cart traffic.

It is one of the four major mountain passes entering Chitral; the others are the Dorah Pass from Badakshan in Afghanistan, Shandur Top from Gilgit, andLowari Top from Dir in Pakistan.

The area of Broghol is inhabited by Wakhi and Kyrgyz people.

TRIP TO SHANDOOR AND BEYOND

This year again as usual we are embarking on another hiking and trekking expedition to Shandoor and beyond………

The aims and objective of this expedition is to highlight the short route from Pakistan to Tajikistan via the Broghil Pass into the Wakkhan Corridor and across into Tajikistan.

Last year we took the route from Chitral to Mastooj valley to Kashmanja, Lashkar Gah and Teri Dasth but because of inclement weather and bad road conditions we could not complete our track tour to Broghil pass.

This year we have chosen a different route from Goupis to Darkot Pass to Ishkomin Valley to Maranjah on to Lashkargah to Teri Dasht.

My initial reconnaissance of the road conditions show that up to darkot pass we can go on an ordinary vehicle and onwards we need a good 4/4 vehicle / off road.

The detail itinerary is given below and subject to slight modification from Darkot and beyond.

ü Reach your next destination point before sunset under no circumstances should you over stretched your self or travel at night.

In the Islamic Republic of Pakistan there is a sleepy town by side of the river Chenab by the name of Gujrat which is famous for the LYARI cows (MILCH Buffalos), ceramics / pottery, the folk lore of SOHNI MAHIWAL and off course the Chuadhry’s of Gujrat. But lately Gujrat attained notoriety and was put on the map of Pakistan because of a very peculiar and pecuniary scam.

Please remember the episode of Double Shah a man who was a loan shark and trickster who used to lure people to have their money deposited with him with the promise and bait that their money will be doubled and returned with in 01 month.

Many simpletons and gullible people of Pakistan fell for this scam and lost their life hard earned earnings and money as a result of this gag. This became the headlines and talk of Pakistan to such an extent that the Supreme Court of Pakistan had to take suo motto action on it.

What became the fate of the people who fell for this scam is another story, but the story which is now to be told and may make the headlines is, “TURNING DIME IN TO DOLLARS”. Thanks to the miracles performed by the flex cube system that they have beaten the record of Double Shah by doubling the money in 24 hours instead of 30 days.

The flex cube system which was bought by the incumbent president of Askari Bank Mr. M. R. Mehkari, at an exorbitant price of more than six millions dollars without any tendering or following the norms of public procurement procedure or transparency because of the kick backs involved has already been dealt in my previous article quoted below is the state of the art system which performs miracles and converts as the old saying goes dime into dollars in the wink of an eye but here it converts Pak Rupees into dollars and other foreign currencies.

Wow what a system it is, and envy of many is like a blessing in disguise for one client of Askari Bank who knew about the flaws of this system and by using the ATM of F-8, Branch of Askari Bank transferred Pak Rupees from one account to another dollar account / foreign currency accounts in the Blue area branch of Askari Bank and other branches of Askari Bank in Islamabad

Just imagine the joy and jubilation of this lucky nerd and clever client that his Rupees were converted in to dollars, Pounds, Riyals and Euros which he very conveniently withdrew from those account accounts and made hay while the sun was shinning at the expense of the poor management of Askari Bank who were at a loss to understand what was happening to them and how come they have been hit by cyber lightening.

I highlighted the flaws, anomalies and short coming of this system for which I was promised by certain people having interests in ORACLE of Pakistan that the flaws and anomalies of this system will be rectified as soon as possible.

More than two months have elapsed that nothing has been done in this regard and the employees of Askari Bank handling flexi cube are exposed to a diabolical dilemma and impasse because the day end and month end are not balancing at the expense of the over worked employees whose health and family life is suffering because of the fiasco created by the cyber monster which has been adopted by Askari Banks management.

This is another classical example of laundering and squandering of shareholders money who have put their faith in such an institution which has now been mired by malfeasance, in competency rape of merit and above all non professional hierarchy.

I request the State Bank of Pakistan and Securities and Exchange Commission of Pakistan to take immediate cognizance of the matter to restore the shareholders confidence and to salvage their hard earned investments.

PREAMBLE

MOTIVATION & JOB LOYALTY

In this presentation the basics concepts of H.R.M are explained. Employees are motivated to do justice to their Jobs and put in their utmost for increased efficiency and productivity of the company which will be mutually beneficial to both in the long run. Employees are emphasized and mentored to be loyal to their company and what they gain by sticking to one Job. What they loose by changing jobs frequently. Illustrated with examples, slogans and references.

At the same time employers are advised to fulfill their side of the agreement by creating job satisfaction, Merit recognition accolades, rewards and succession planning.

Employers are also advised to retain their work force by constant monitoring of the employees plus and to have an exit interview in case an employee falls prey to head hunting.

HOW TO DEAL WITH IRRITATED CLIENTS

In normal course of day to day routine handling some clients / end users become irritated due to wrong handling.

This is a short hypothetical Presentation in which the Call Centre trainees or people handling public relations or complaints are given tips on how to handle such situations.

WEAK FARMER MILKS HIS FRESIAN COW

The fresian Cow a breed of indigenously bred cow from Australia are known for their high milk yields, quick growth and enormous size, that is why they are a favorite of cattle farmers and breeders all over the world.

Lately milking of fat cows by lean farmers has become a common precedent in the today’s corporate world as a result of which corporate Watch dogs have coined the terminology of ARMS length dealing between the parent company and its subsidiaries. This is also governed by International Auditing Standard (IAS) which prevents the parent company to take undue or unfair advantage from its subsidiary or sister concerns.

The above case scenario when translated into present day affairs of corporate entities many cases come into light where the milking of the fat fresian cow by the lean farmers is taking place and classical example is how Army Welfare Trust (AWT) is milking Askari Bank and thus depriving Retired Army beneficiaries, widows of Shaheed’s and minority share holders who have reposed their trust and confidence in Askari Bank thinking it to be “ A NAME TO TRUST”.

There is department of AWT called real estate division, which oversees all the openings of new branches of Aksari Bank Limited and when it procures / takes on rent one premises it charges about 10- 15 % as service charges.

Then again on the construction, renovations, decorations and furnishing of that branch they charge another 15% as service charges over and above the actual accrued charges.

The example of the Landhi Branch Karachi of Askari Bank is an eye opener as in the recent past it was opened in a non affluent suburb area of Karachi. The premises was taken on rent at an exorbitant price of Rs. 1, 80, 000/- per month, and full three years advance rental was paid to the owner that comes to about Rs. 64, 80, 000/- and the covered area is about 1800 square feet.

On closes scrutiny of the premises even a layman can make this derivation that this premises could easily have been obtained on a rental of just a mere 50,000/- month as the area is not that expensive and does not command any premium.

Where as the exorbitant amount of Rs. 64,80,000/- as advance could have paid for the purchase of one new premises with in this amount.

Simple mathematical derivation who has pocketed the kickback in form of Jacked up rental of the premises and its refurbishing, decoration and furnishing is any ones guess.

AWT is the sponsoring organization of many corporate entities, but there are certain areas where arms length dealing is not being observed.

There are about more than 1400 plus security guards of Askari Guards Limited (AGL) working for Aksari Bank who are being paid a paltry sum of Rs. 7500/- where as AGL is charging Askari Bank about Rs. 13000/- Plus for each guard provided to AKBL. Apart from this Askari Guards Limited (AGL) is also getting money form Askari Bank by providing cash in transit facilities at high rates along with transportation of foreign exchange charges.

This difference of Rs. 5500/- plus translates into Rs. 77,00,000 every month which is pocketed by AGL every month at the expense of the poor Army security guards.

It is well understood that there are issues like, Uniform, Medical, gratuity, Group insurance for all guards, but AGL is an exception to none, whereas AGL is cutting about Rs. 5500/- per month from the pay’s of the security guards under the above head.

This is against the laid down rules of State bank of Pakistan where the pay’s of the guard should be shared 70 / 30 percent.

AWT (Army Welfare Trust) constructed and built AWT plaza about 22 years ago, but in 2005 / 2006 due to financial constraints as AWT was running in losses it had to sell AWT plaza and of course the natural and easily gullible scapegoat was Askari Bank, which was forced into buying the AWT plaza at a much bloated and inflated cost in order to bailout AWT. At what price the plaza was forced down the throat of Askari Bank shareholders is an open book and can be verified from the Annual reports of Askari Bank of 2005 / 2006.

So from 2005 / 2006 onwards the parent company AWT is tenant of subsidiary Company Askari Bank and paying a meager rental of Rs. 130 million per year for a covered area of 17950 square feet. This translates in to Rs. 605 per sq feet area which is again very very low as compared to the rentals prevailing in the market in such prestigious and prime areas. The rental when checked with the prevailing market prices can easily fetch between Rs. 2000 to Rs. 2500 per square feet.

Again this is a classical example of milking the subsidiary company and a violation of arms length dealing of Code of Conduct of Good Corporate Governance and International Auditing Standard (IAS).

The B.O.D of Askari Bank which comprises of beneficiaries of AWT nominees along with scullions and minions planted by AWT’s support, representing the minority shareholders are a classical rare example of YES MEN ruling the roost. The management of Askari Bank headed by the incumbent president Mr. M.R Mehkari and the B.O.D is too frail, weak marasmic to take any cognizance of the matter and to raise their voice so as to prevent the milking of the subsidiary company by the sponsor / parent concern.

In view of the above it is requested of the SECP to take cognizance of the matter and order an impartial enquiry into the contravention of arms length dealing and milking of Askari bank by AWT and to appoint an inspector to look after and probe the affairs of the Askari Bank till the completion of this enquiry.

ORACLE TAKES ASKARI BANK PAKISTAN TO THE CLEANERS

Flex cube core banking system was bought without tendering about three years back.
This contract was signed by the Incumbent president of Askari Bank Mr. M. R. Mehkari for purchase of this system.

The purchase of this system when it came for approval in the B.O.D meeting about three years back was strongly apposed by Mr. Afzal Munif, at that time a minority director of Askari bank, but was over ruled by majority vote of YES MEN of B.O.D as all timely joy riders are sitting on the board of Askari Bank.

The Dissenting note of Mr. Afzal Munif was not recorded, but he is ready to testify to this as this was bought against great opposition.

This system with some other modules was purchased in connivance with Lt. Gen ® Zarar Azeem at that time MD Army Welfare Trust & Nauman Bashir at a cost of 6 Million US dollars plus with consultancy implementation and training and has gone above 10 Millions US dollars.
Kick backs have been pocketed by the above and Askari Bank has been left with the dirty end of the stick.

The question arises when UNI-Bank system was available at no cost to the Bank and could have been upgraded with the additional development by in house software experts which was readily available at that time. Why this system was purchased in the first place?
Compare this system with the Islamic banking system of Askari Bank which is working very well and has just costed a fraction of what was paid for this flex cube.

Last 2 years annual report mentions that two branches went online with this new IT system that is F-8 and Blue Area branch Islamabad. And now this year 2011 report states that 19 branches are now on line.

On detail inspection and scrutiny of these branches it was found Daily Day end, month end, are not properly running, Unbalanced dummy’s inputs are used to balance the banks branch statements which is not reflective of the day to day working of the bank.

This system could not come online despite the passage of 2 ½ years. In the AGM of the bank held on 29th March 2011 the President has laid tall claims that by the end of this year December 2011 all branches will come online.

Whether the branches come online by that time is a million dollar question, but by that time the employees of the bank would have en-countered sleepless nights and of-course the money which will flow under the bridge.

The main problem is in the contract executed with the suppliers instead of the development of system. The developer of the system are not readily available as they are in India and because of security clearance reasons. They cannot come to Pakistan hence meeting is done is Dubai at the cost of the bank funds.

This system is not user friendly and has intrinsic, esoteric and complex functionalities. Therefore, the system is not working well and is causing delays. The IT people managing these branches using this system are in a diabolical dilemma because at the end of the day the balance does not match and they have to stay late in the branch at the expense of their health and family life.

Recently oracle was sued by one of the end users company for non implementation see the link below.
